It's best to think of this movie as less of a Matrix parody than the ludicrous nature of two ordinary high school teachers trying to kill each other in bullet time. This concept was shown in the first 'War'.
There's also a 'Director's Cut', with almost three more minutes of stuff you probably won't understand.
